Ares With Dark mystletain possibly 0 cooldown special?

Ok from What i understand when his special procs his special gets reduced by 2. so does that mean that 3 and 2 cooldown specials are now 0 cooldown specials? If this is right then He'll be procing his special when ever he attacks.(except during the first round)

Edit: I thought of the same idea where if we get Shimshar(the weapon that marisa has in SS) then Shimshar Would have special cooldwdown by 2, then moonbow would be a 0 cooldwon special and aether is a 3 cooldown special, I know it's too god to be true but to think that something similar has been released, it's a dream come true.
