Any way to salvage these units...?

-Spd +Def Ryoma (+2...I was dumb before I knew how to play and I merged without checking ivs...)
+Def -Atk Innes

And should I build my -Spd +Res or -Spd +Atk Sakura? I was thinking of making her a mage tank with QR...

+Res if you are going mage tank
And Ryoma... Just wait for a better Lobster
Edit: didn't notice Innes, probably not, or like stated below me, a budget mage tank

Ryoma can still run Fury/Vantage quite well with a speed buff. You can also try to take advantage of the defense boon and run Bonfire(maybe QR seal to make sure he charges Bonfire for Vantage range).

+Def -Atk Innes can run Fury to fix the bane and be a better physical tank than most Innes(or Double DD+Nidhogg).

Sakura could run Wrathful refine and as you said face mages with QR. I’d recommend +Res for that purpose unless you feel she already tanks well but doesn’t do enough damage.
