If I'm not mistaken she was on a legendary banner a few months ago. In any case, if you're looking for a specific unit legendary banners are not as good as 3%/3% banners with three focus units.

I went and checked, she was in the 1st legendary banner but a banner will appear soon featuring units with new refinements skills and celica will appear there together with odin and cherche

Hmm, i don think celica will appear in the legendary banner any time soon as there are some red units that have not appear in the legendary banner like luke and alm, so you may have to sacrifice orbs for the upcoming legendary banner if you really want to get celica. Nevertheless, i agree that the game can be cruel many times

Even better: there should be a "new power" banner coming up soon for this batch of refines thatll have her as the only red unit.
