I don't see the issue with those IVs. If you can't use his A slot for a speed-based skill, having mid 30s speed is kind of the kiss of death as all the 36-38 speed characters are using L&D or Fury. And he's simply better with TA3.
Standard TA3/Bowbreaker/Raven Tome will let him counter Reinhardt and Lyn. Top it off with Moonbow and your C buff skill of your choice. It doesn't even need to be Gronnblade+, though you might struggle to get enough points between tiers 19-20 (I'm shocked at how high the requisite score for tier 20 is this week).

Inigo has Hone Attack, available from a million units, a B skill that everyone is ditching on even the character it came with, and a non-legendary tome most people are replacing. What does he have worth inheriting versus the value of improving a tier 1/tier 2 unit? Not trying to come off as a dick, but I couldn't disagree with this more. I generally hate the advice to never merge units. .

Mhm, I never said to never merge him, only not yet.
Yes, his B skill is subpar, but I firmly disagree on your assessment considering his weapon. In chain challenges / TT's I think his weapon might see play, since it's a built-in breath of life 3 in a weapon.
Personally I think, should I get Inigo out of this, I'll inherit his weapon to my Horse Emblem Cecilia right away for this very purpose...

It's up to you, but I'd pretty strongly suggest you not do that. If you want such a healer, you could always just run Inigo. But Breath of Life healers are less reliable IMO than combat medic healers like Masked Marth/Lucina/Marth/Chrom. And they don't require foddering a 5 star unit.
