I'd go with +ATK personally since she'll still have neutral DEF, which is better imo than HP

Her Atk is kinda low, so she'll appreciate a small boost. If you end up refining her weapon, she'll make up for the loss of HP anyways.

I like special fighter, and Amelia wants all the spd she can get if she's going for that. It does depend on your build though. Bold fighter builds almost certainly prefer +atk.

+Atk is good and you could merge the other and wait for another IV that suit your style. But really, people got so lucky with Amelia and here i am never even pull one of it for my green female armor slot ( and yes i got no WLissa either).
