Alright so quick question

Something completely off topic from the new banner

But does anyone know if Laegjarn's Niu and Dull Close work together or does Dull Close cancel's the effect of Niu since it Neutralizes the enemies stats in combat, just want to know because I feel like that would be a nice combo for her if it works together
