Not the worst IVs, with 23/23 defenses he is better against DC melees, dragons and bows. I would say the benefit is greater than the harm. No superbane, offensive stats intact, go build him.
If you get your hands on a +Spd/-HP,Def,Res consider merging him.
Gz for pulling him, he really is a great unit, I always was a sucker for de-/buffing units, hence why F!Corrin/Fae are two of my favourites.
