Would he be available to the players who already past the tutorial? Cause I really want one for my H!Jakob and I am concerned about its availability.

Most likely for new players only, and likewise for the Thanks for Playing gift for players who've started from version 2.4.0 or earlier.

People who played before and after the update will get a 4-star Takumi. The people who played before the update will also get more Items to help upgrade the 4-star units we have/get to 5-stars.
