2 H!Sakura, 1 problem

I spent about ~140 orbs since the beggining of the banner. My rate was at 4% and then 5* Marth broke it and 2 H! Sakura were with him (the only one I didn't want, lucky me)

Both are +HP, which is not good for me, but one is -Def and the other one is -Atk. So the problem is: Should I merge them or is better to give her Kitty Paddle to someone like Felicia? (i'm talking about the one with -Atk in this case)
