I can't see any problem with it being inheritable, it's a good special only on the hands of a player, the AI won't be able to use it.
You need an adjacent ally if you want it to deal 25dmg and the AI is not smart enought to move someone else in the right position before sending the unit with Blue Flame vthey will just use all the rallies they can right where they are and then move the unit to attack, and it's very easy to separate the units against the AI
