With Valter's mixed bag of stats, there are plenty of ways to build and optimize the Dark Moonstone. His good DEF and HP combined with respectable ATK makes him a great defensive tank that can still pack a punch. For weapons, his exclusive Cursed Lance is just too good not to use, the stat bonuses and -1 special triggers makes the after combat damage well worth it. Reposition is generally the best way to go in terms of Supports, however, other options like Swap work perfectly, especially in Flier Emblem. Specials are a bit of a toss up for Valter. His base Luna works just fine and is perfect for dueling other tanks, but the damage gained from Bonfire is quite appealing for all-around use.
For A, B, and C skills there are many options to choose from. Close Defense 3 is excellent if you plan on using Valter primarily as physical tank, but if you're looking for a more budget option, Defense +3 works just fine. There has been plenty of discussion on whether or not Fury 3 should be considered as a viable choice for Valter. Combined with his Cursed Lance, you are essentially taking 10 after-combat damage or, in other terms, getting hit by Poison Strike 3. This damage CAN be synergized with skills like Desperation or Vantage, but is overall a risky pick.
Quick Riposte, Vantage, and Drag Back are all useful options with their own benefits. Quick Riposte guarantees a double attack when getting attacked over 70% HP which can be useful when dealing with speedy melee units. Drag Back can be used to set up kills for your team, bringing enemy units into awkward spaces and can also be used to retreat. Finally, Vantage synergizes the best with Fury and is best utilized after combat with an enemy, but neither of you die.
C Slot skills are still the most flexible and Valter has access to one of the most sought after skills in the game currently, Panic Ploy. With his decent HP pool, Valter can reliably activate this skill to reverse enemy Hone and Fortify buffs, making them much either to deal with. Panic Ploy is most valuable when facing specific class based teams like Cavalry and Flier due to turning a +6/+6 buff, into -6/-6 penalties.

This build takes a different spin on Valter focusing on a more offensive, Player Phase oriented playstyle. As previously stated, Cursed Lance is too good to pass up on and separates Valter from other blue fliers like Tana and Cordelia. Reposition is standard, but can also be replaced with whatever Movement Assist you want, most notably Swap. Specials are a bit different this time since we're focusing less on defense and more on offense. Draconic Aura scales better with skills such as Life and Death 3 since there is a steep -5 DEF drop.
An offensive Valter is extremely similar to Minerva in both skills and stats. Life and Death 3 works well with Valter's fairly high ATK and SPD, and while the -5 DEF is a pretty big hit, the increase in kill potential makes up for it. Darting Blow 3 is a base skill for Valter and it's a great choice if you don't have the means to inherit Life and Death. Fury can also be used to throw Valter into Desperation or Vantage range, but receiving 10 damage each time you exit combat is still incredibly risky.
Introduction
One of the big bads from Sacred Stones, Valter is finally introduced into the World of Heroes in the form of a Grand Hero Battle. In game, Valter is a blue Wyvern Knight who comes equipped with Cursed Lance. This legendary weapon is exclusive to Valter and grants him Atk/Spd+2 and accelerates the Special trigger by 1, but comes at the cost of 4 damage after combat, similar to Fury.
Valter has a rather unusual statline when compared to other blue fliers out there. He is blessed with solid ATK, SPD, and DEF giving him many options in terms of unit building, but comes up short in terms of RES. Although he faces stiff competition from units like Cordelia and the newly released Tana, Valter is definitely not someone you should count out.

Cursed Lance's unique effect makes Valter stand out from the rest of the crowd, ATK/SPD+2 combined with -1 Special trigger is incredibly useful

Competition from other units
Because of his GHB status, IVs and merging more than twice is impossible for Valter, he faces stiff competition from other blue fliers that arguably work better on a flier-centric team
Low RES
At only 19 RES, Valter is incredibly vulnerable to offensive tome users of any color, especially with the current meta mages all focusing on their offensive capability.

Counters
Unfortunately for Valter, there are actually a lot of popular units that can deal with Valter no problem. Any archer or green mage that can get the jump on Valter will most likely one shot him due to his low RES and 1.5 weakness to bows. Even with his good physical bulk, Valter isn't a tank in the way Hector or Effie are tanks, he's beefy but don't overestimate his damage soak.
- Hector, Sheena, Winter Chrom, Amelia, and Winter Lissa - can single-handedly wall out anything Valter can dish out and then return the favor with a Ignis/Bonfire boosted hit
- Summer Elise, Nino, Julia, and other green tome users - obliterates Valter's terrible RES due to their color advantage
- Reinhardt, Olwen, L'Arachel, and Ursula- calvary units that can hit hard due to class buffs and can take advantage of Valter's terrible RES
- Bridal Cordelia, Takumi, Summer Gaius, and other bow users - easily kills Valter due to their 1.5 bonus against fliers

He already has Swift Sparrow 1 with his default 5 star weapon, making Swift Sparrow 2 give him Attack/Speed+6 every time he initiates. With his high attack with his lance and Swift Sparrow, Vantage would let him attack first, and just in case he can't finish the job, Threaten Defense/Draconic Aura ensures he does. Pivot also lets him get in enemy's way, which with his high defense and attack works well for him and his team.

Valter's attack and speed might not seem like much at first but the boost from his cursed lance adds both attack and speed by 2 making it 34 attack and 33 speed plus with Life and Death 3 it becomes 39/38 making him pretty powerful and with the mt from the Cursed Lance it becomes 55 attack and 38 speed and also thanks to the cursed lance moonbow will take only one hit to charge. And this makes it so that most of Valter's opponents will die as long as he doubles them.

Rough Moonstone, a budget Valter guide.
With Cursed Lance, Valter effectively has 50 Atk and 33 Spd. This makes Valter a pseudo-physical tank with above average damage potential. Because of his lackluster Res stat, make sure to avoid magic units, especially ranged ones because they will deal a free 4 damage every time due to Cursed Lance.
Darting Blow 3 is the default Passive A for Valter, and doesn't need to be changed. On initiation, Darting Blow 3 will boost Valter's Spd to 40, allowing him to easily double most foes, especially if additionally boosted by a Spd Passive C. Note that most units will not survive two hits from Valter, and if the enemy can counter-attack, Valter will proc Luna on his 2nd hit (assuming a special trigger countdown of 2 on initiation) and KO all but the most defensive of foes.
Vantage 3 is the preferred budget Passive B for Valter because of his high Atk and Def stats. High Atk is beneficial because it means Valter will either heavily damage a melee attacker before being hit and/or killed, or straight out kill them first. His high Def stat works well with Vantage 3 because Valter will take minimal damage from physical, non-axe foes and proc Vantage more often simply due to surviving longer.
For Passive C, you can either stay with the default passive, Panic Ploy 3, or, as I recommend, Threaten Def 3. Threaten Def 3 further improves Valter's ability to KO enemies, and if doubling thanks to Darting Blow 3, means an additional 10 damage on debuffed opponents. If you plan on using Valter in a Flier Emblem team, you should obviously choose any of the Flier Passive C skills, but seeing as Flier Emblem isn't exactly "budget", I won't go into detail on that.
Cursed Lance is an incredibly strong weapon because it combines the 16 Atk given to unique melee weapons, Fury 2 without the Def and Res benefits, and the effect of Killer weapons (-1 special trigger countdown). There is no better budget alternative.
As with all hero builds, the chosen Support Skill is mostly due to preference. Another popular Support Skill, such as Draw Back, would work fine.
Luna, often overshadowed by its faster counterpart, Moonbow, is amazing on Valter because Cursed Lance reduces the special trigger countdown from 3 to 2. As explained above in the Darting Blow section, if Valter doubles an enemy that can counter-attack, he will proc Luna and more than likely kill them.

Playing to Valter's strengths, while being mostly cost effective as far as SP goes. His already high defense gets a massive boost past the 50% HP threshold - higher than stock Hector. He's weaker to bows and mages, as per the norm, but pair him with a healer and he should be able to chunk anyone down. Being able to take a lot of hits in a melee brings Luna up quickly, and as it's Luna, you don't have to worry about Valter not having enough ATK to get through certain high defense greens. You shouldn't have to worry about them anyways, if your team is balanced fine.
With Reciprocal Aid, you can make the most out of a Rehabilitate or Martyr healer by trading off the low HP and healing, considering Defiant Def lasts until the next turn. You could have a full health Valter who still retains the Def buff. And that's not even considering Spur buffs.

Valter's decent base speed paired with Cursed Lance's passive and Darting Blow will allow a total speed of 39, which is good enough for desperation.
Reposition is a must on any flier since allows infantry units to go over obstacles like mountains and rivers.
Guidance will further amplify his support ability.
Luna is a good enough trigger for him, especially since it will have reduced trigger.
