With Valter's mixed bag of stats, there are plenty of ways to build and optimize the Dark Moonstone. His good DEF and HP combined with respectable ATK makes him a great defensive tank that can still pack a punch. For weapons, his exclusive Cursed Lance is just too good not to use, the stat bonuses and -1 special triggers makes the after combat damage well worth it. Reposition is generally the best way to go in terms of Supports, however, other options like Swap work perfectly, especially in Flier Emblem. Specials are a bit of a toss up for Valter. His base Luna works just fine and is perfect for dueling other tanks, but the damage gained from Bonfire is quite appealing for all-around use.
For A, B, and C skills there are many options to choose from. Close Defense 3 is excellent if you plan on using Valter primarily as physical tank, but if you're looking for a more budget option, Defense +3 works just fine. There has been plenty of discussion on whether or not Fury 3 should be considered as a viable choice for Valter. Combined with his Cursed Lance, you are essentially taking 10 after-combat damage or, in other terms, getting hit by Poison Strike 3. This damage CAN be synergized with skills like Desperation or Vantage, but is overall a risky pick.
Quick Riposte, Vantage, and Drag Back are all useful options with their own benefits. Quick Riposte guarantees a double attack when getting attacked over 70% HP which can be useful when dealing with speedy melee units. Drag Back can be used to set up kills for your team, bringing enemy units into awkward spaces and can also be used to retreat. Finally, Vantage synergizes the best with Fury and is best utilized after combat with an enemy, but neither of you die.
C Slot skills are still the most flexible and Valter has access to one of the most sought after skills in the game currently, Panic Ploy. With his decent HP pool, Valter can reliably activate this skill to reverse enemy Hone and Fortify buffs, making them much either to deal with. Panic Ploy is most valuable when facing specific class based teams like Cavalry and Flier due to turning a +6/+6 buff, into -6/-6 penalties.

This build takes a different spin on Valter focusing on a more offensive, Player Phase oriented playstyle. As previously stated, Cursed Lance is too good to pass up on and separates Valter from other blue fliers like Tana and Cordelia. Reposition is standard, but can also be replaced with whatever Movement Assist you want, most notably Swap. Specials are a bit different this time since we're focusing less on defense and more on offense. Draconic Aura scales better with skills such as Life and Death 3 since there is a steep -5 DEF drop.
An offensive Valter is extremely similar to Minerva in both skills and stats. Life and Death 3 works well with Valter's fairly high ATK and SPD, and while the -5 DEF is a pretty big hit, the increase in kill potential makes up for it. Darting Blow 3 is a base skill for Valter and it's a great choice if you don't have the means to inherit Life and Death. Fury can also be used to throw Valter into Desperation or Vantage range, but receiving 10 damage each time you exit combat is still incredibly risky.
Introduction
One of the big bads from Sacred Stones, Valter is finally introduced into the World of Heroes in the form of a Grand Hero Battle. In game, Valter is a blue Wyvern Knight who comes equipped with Cursed Lance. This legendary weapon is exclusive to Valter and grants him Atk/Spd+2 and accelerates the Special trigger by 1, but comes at the cost of 4 damage after combat, similar to Fury.
Valter has a rather unusual statline when compared to other blue fliers out there. He is blessed with solid ATK, SPD, and DEF giving him many options in terms of unit building, but comes up short in terms of RES. Although he faces stiff competition from units like Cordelia and the newly released Tana, Valter is definitely not someone you should count out.
Strengths
Great balanced stats
All of Valter's stats barring his low RES, are above average and, when packaged together, makes him a great unit
Solid physical bulk
Sporting a base 42 HP, 31 SPD, and 34 DEF, Valter has the ability to take physical hits fairly well and avoid getting doubled with proper buffs
Impressive base kit
Valter's base kit contains great skills from the get-go meaning building him doesn't require that much Skill Inheritance
Fantastic legendary weapon
Cursed Lance's unique effect makes Valter stand out from the rest of the crowd, ATK/SPD+2 combined with -1 Special trigger is incredibly useful
Weaknesses
Competition from other units
Because of his GHB status, IVs and merging more than twice is impossible for Valter, he faces stiff competition from other blue fliers that arguably work better on a flier-centric team
Low RES
At only 19 RES, Valter is incredibly vulnerable to offensive tome users of any color, especially with the current meta mages all focusing on their offensive capability.

Unfortunately for Valter, there are actually a lot of popular units that can deal with Valter no problem. Any archer or green mage that can get the jump on Valter will most likely one shot him due to his low RES and 1.5 weakness to bows. Even with his good physical bulk, Valter isn't a tank in the way Hector or Effie are tanks, he's beefy but don't overestimate his damage soak.
- Hector, Sheena, Winter Chrom, Amelia, and Winter Lissa - can single-handedly wall out anything Valter can dish out and then return the favor with a Ignis/Bonfire boosted hit
- Summer Elise, Nino, Julia, and other green tome users - obliterates Valter's terrible RES due to their color advantage
- Reinhardt, Olwen, L'Arachel, and Ursula- calvary units that can hit hard due to class buffs and can take advantage of Valter's terrible RES
- Bridal Cordelia, Takumi, Summer Gaius, and other bow users - easily kills Valter due to their 1.5 bonus against fliers

tl;dr: Get hit, take a billion dmg, run away, Bonfire later
A good amount of the convolution with Valter's sets revolves around the choice of his A-slot skill. Darting Blow excels in player phase while retaining Valter's natural physical bulk in enemy phase; LnD performs slightly better in player phase, but has a noticeably worse time on defense. This set aim's for a bit of a middle ground by abusing Fury 3 and Cursed Lance stacking recoil to turn Valter into a lure and late-game nuke.
The most ideal way to have this set shine is during enemy phase. With 37 Defense, being in the mid-30 Speed tier, and juuuuust enough Resistance to tank hits from most unbuffed mages, Valter will rarely be getting one-rounded. Once player phase comes around, he can either retreat behind another unit and be saved for later, or attack and have a teammate reposition him (no pun intended) to a safe spot. The option of retreating is why Draw Back is preferable on this set, as it makes Valter trickier to kill in Arena defense.
For some clarification, when on defense, Valter has a marginally better matchup spread than LnD (three less losses, and one less win), and a notably better spread than Darting Blow as a result of the increased Speed. The crux of this set, however, is abusing the HP loss with Escape Route to pull a bait and switch.
As far as partners are concerned, Axe units with reasonably high Res, like Camilla, Hawkeye, and Anna work well. Valter can eliminate most red units for them, while they can usually take on the mages Valter has trouble tanking hits from. Camilla in particular can run Hone / Fortify Fliers to support Valter even more (Valter can also run the same skills to form a mini-flier core, if you're lacking a good red flier to complete the trifecta), while also matching Valter's movement, allowing for more flexibility with Escape Route. A WoM dancer is also a great option to have here, to either help Valter get even further out of range once he takes a hit, or use up Bonfire immediately after he takes damage.
On a smaller note, this build is arguably easier to come across and grind for, when compared to LnD 3, Desperation, and Flier Buffs. With potentially three Valters to work with, it could be worthwhile to add this build to his backstock of skills.

Budget build utilizing his amazing standard set and just filling out empty spots. He really got a great skillset and QR completements his standard set really well, allowing him to double on both offense and defense.
Probably switching things around once I got better fodder/free feathers for L&D3, but for now this will be more than sufficient.

This set is meant for a Valter that can duel melee units and survive in battles longer. Quickened pulse in addition to his weapon works really well with aether. Renewal is there to ensure that he will live longer enough to proc aether. Panic ploy can be replaced with Threaten def or a flier buff.

Valter has 53 Atk with this build, allowing him to score OHKOs on frail mages like Life and Death Linde and Delthea.
He has 36 Spd, preventing him from being doubled by majority of units and allowing him to double some of the slower units in the game. Combined with his Cursed Lance, he can even kill bulky units like Ephraim when he doubles them, the second hit activating his Bonfire.
His 37 Def makes him one of the tankier units in the game, allowing him to survive a few physical hits from many of the Sword users in the Metagame like Ryoma. Threaten Atk serves to further improve his bulk and allow him to survive longer.
Cursed Lance and Fury cause Valter to take a hefty 10 Damage after each combat. This makes him unable to effectively tank hits by multiple enemies in the same turn.
However, in the player phase Valter's movement capabilities as a flyer allows him run away to abuse Renewal and heal back the health lost.
This also lets him act as a pseudo-healer as he can use Reciprocal Aid to swap health with a low health ally and then heal from Renewal.
Reposition also allows for more mobility and versatility as he can reposition ally units over mountains, forests and lava.
His Special is Bonfire, which adds 18 points of damage to Valter. It has good synergy with Cursed Lance as it makes Bonfire a 2-turn cooldown special and allows Valter to kill nearly every non-green unit that he outspeeds.

This is my personal build for Valter. The cursed lance and Luna work well together.
Iote’s shield works well with Valter’s decent defense by reducing his damage from bows by a great amount.
Hit and run lets him occasionally play games with terrain.
And panic ploy is too good to let go of, and it works decently well with his HP.
