This build takes the standard offensive approach present on most Blade tome users. For her Assist, Ardent Sacrifice pairs well with Desperation. Ursula’s poor physical bulk of 54 makes her susceptible to getting killed in only one hit; by dropping her HP without the need to engage in combat, she can safely get into Desperation’s 75% HP threshold. Otherwise, any choice of movement skill such as Reposition will make for a suitable Assist.
Glimmer is a great choice of Special on any Blade Tome user, as it scales with the additional damage received from Hone/Fortify buffs and activates within a reasonable timeframe despite the cooldown penalty tied to Blade tomes. Alternatively, Moonbow can be used as a more effective option against opponents with particularly high Resistance such as Lute and Female Morgan.
Swift Sparrow is a fantastic choice of A skill as it gives Ursula a strong boost to her offensive stats on initiation without taking away from anything else. Life and Death is another option that provides an even stronger offensive boost but severely damages her overall bulk. This makes Ursula even more susceptible to getting taken out by both physical and magic damage alike. Fury makes for another good choice by making it easier to get into Desperation range as well as increasing her overall bulk at the cost of a marginally weaker offense. In addition to this, the boost in Resistance improves her ability to utilize Ploy skills.
Desperation is an essential skill for any glass cannon mage; once in the HP range, Ursula will be able to safely double her opponents without the risk of getting killed on the counterattack. As for C skills, Ursula’s relatively high base Resistance of 30 allows her to effectively utilize Ploys. In particular, Res Ploy increases Ursula’s overall damage output while Spd Ploy secures her additional follow-up attacks when successfully landed. A more team-synergistic option is Hone Cavalry, as it allows Ursula to support her allies on a cavalry-centric team where she performs the strongest. Otherwise, the C slot can be replaced in order to fit the team.
Ursula has several options for Sacred Seals. If she isn’t already utilizing Res Ploy in her C slot, it can also be run in the Sacred Seal slot. Heavy Blade is another option with a consistent activation thanks to the damage scaling property of Blade tomes. This allows Ursula to activate her Special more frequently. Last but not least, both Speed +3 and Attack +3 make for good picks in order to give Ursula a solid offensive stat boost.

For those that aren’t looking to heavily invest in Ursula, this set combines factors mostly from Ursula’s base kit in order to make her a reliable and flexible answer for almost any cavalry opponent. Once again, Glimmer makes for a fantastic choice of Special. Not only does it activate often, Keen Blárwolf’s cavalry effectiveness ensures that Ursula does significant damage upon her Special activation.
Ursula’s native Death Blow increases her OHKO potential by providing a significant boost to her Attack upon initiation. This is especially potent when using an effective weapon as their damage scales based on the user’s Attack multiplied by 1.5. For her B skill, Swordbreaker and B Tomebreaker grant Ursula advantageous matchups against both sword and blue tome users respectively by securing her a guaranteed follow-up attack. Swordbreaker is particularly effective due to sword units generally having higher Speed and lower Resistance.
When not being run on a cavalry-centric team, Threaten Res has Ursula increase her damage by lowering the Resistance of opponents within 2 spaces of her. Similarly, the Res Ploy Sacred Seal allows Ursula to inflict the same debuff at a greater range assuming her Resistance is higher than her target’s. Otherwise, Attack +3 is a good choice if one wants to further increase Ursula’s raw damage.
Introduction
Statwise, Ursula is quite mediocre across the board. Sporting a relatively low Attack of 29 and a middling Speed of 32, her offenses leaves much to be desired. Meanwhile, her physical bulk is downright terrible at a base value of only 54. This makes Ursula often rely on Desperation in order to avoid counterattacks from Distant Counter units, as they will likely take her out in only a single hit.
However; although these stats aren’t impressive on their own, they are by no means unsalvageable. Ursula can perform well as an offensive unit by utilizing a Blade tome in order to get the most out of the powerful class-exclusive buffs she is able to receive such as Hone Cavalry. In addition to this, Ursula’s relatively high Resistance makes her a solid user of Ploy skills which allow her to support both herself and her team.
Overall, Ursula is a serviceable unit but is heavily outclassed in her class-type by other powerful cavalry blue mages such as Reinhardt, Spring Catria, and L’Arachel due to their more optimized statlines and unique skills.

In addition to having better damage soak against magic, Ursula is able to make effective use of Ploy skills. This increases her effectiveness as both a support and as a standalone unit.

In addition to her superior mobility, Ursula has access to powerful class-exclusive buffs such as Hone Cavalry.

With only 54 physical bulk, Ursula is highly susceptible to getting killed in only a single hit by many physical attackers.

Being a cavalry unit also has its downsides. In addition to forests and trenches making it more difficult to navigate maps, Ursula has an innate weakness to cavalry effective weapons.
No IVs or merges
Ursula’s potential is limited due to her lack of access to IVs and only a limited amount of merges. Not only does this hurt Ursula’s combat potential by not allowing her to capitalize on her strengths through a boon, it also puts her at a major disadvantage in both Arena and Arena Assault.

Strong physical attackers will make short work of Ursula’s sparse physical bulk. In addition to this, magically bulky green units also pose a major threat, as they will be able to easily tank Ursula’s attacks while dealing massive damage in return. Last but not least, Ursula’s status as a cavalry unit gives her an innate weakness to opponents carrying class-effective weapons.

Strong physical attackers: Powerful physical attackers such as Raven, Cordelia, Brave Lyn, and Minerva all make short work of Ursula’s meager physical bulk.

Magically bulky greens: Julia, Deirdre, Sheena, and Halloween Henry can easily wall off Ursula’s damage thanks to their high Resistance and Weapon Triangle advantage. Julia and Deirdre are especially effective, as they can mitigate Ursula’s damage output even further by ignoring Hone/Fortify buffs that she receives with Divine Naga.

Effective weapons: Anti-cavalry weapons, both physical and magic alike will easily tear through Ursula due to their damage multiplier. Common users include Rhajat, Micaiah, Gray, and Gerome.

If you want to use horse emblem, but don’t have a good Reinhardt or Olwen, then this build is right for you. Also if you use horse emblem but just hate other people using it.
Blárwolf is part of the wolf family, the family that is effective against Cavalry. Meaning, horse emblem must watch out if their opponent possesses this tome. Ursula fails to do damage with 29 Atk. With Blárwolf’s pitiful 10 might, it reaches 39, which is equivalent to a -Atk Raven with Brave Axe+ (don’t ask why I’m comparing those two). So this Ursula is specifically designed against horse emblem.
Rally Atk/Spd or Rally Def/Res is only for Arena points because most times, you’ll use her only for Arena to deal with pesky horse emblem. But you might not have Rally Atk/Spd or Rally Def/Res. A rally Atk, Rally Def, Rally Res, or Rally Spd is good too. It’s pretty flexible tbh.
Iceberg is her special because of her tolerable 30 Res. Of course using Glacies will probably result in an insta-kill, but Glacies requires a lot of doubling or tanking doubles and frankly Ursula doesn’t have that power or tanking ability.
Death Blow is to help patch up Ursula’s trash attack. Plus it’s a good budget choice for Ursula as it is already in her kit.
Let’s face it. Ursula’s 39 atk, Death Blow’s 6. Unbuffed, she fails to kill Brave Lyn. Sad isn’t it? She reaches 45 Atk and 45x1.5=67.5 67.5- Brave Lyn’s 34 res (with horse buffs because just in case) is equal to 34. She survives with 1 health, then she’ll injure Ursula and then Ursula can’t counter, but Brave Lyn will and kill her. So to fix this common situation, Bowbreaker will prevent Brave Lyn’s follow up and then kill Brave Lyn next turn. Note that if Ursula possesses horse buffs from Hone Cavalry or even Hone Atk, she can kill Brave Lyn no matter the situation (if Ursula initiates)
Fortify Cavalry is just for use on a horse emblem team. If using Rally Atk/Spd, this should be used. Is using Rally Def/Res, then Hone Cavalry shall be used. This is to buff allies to their maximum capacity as buffs do not stack up with each other and using a buff on a unit that you already buffed on the same stat cannot be buffed. That’s why you can’t use Rally Atk if the unit already has a Hone Atk buff.

A standard Blade tome build, she became one of the most dangerous mages in the game after skill inheritance was a thing. Swift Sparrow 2 is an expensive A slot skill, it's slightly weaker than Death blow 3 but offers more speed for her to double her targets. Blade tomes are so strong that specials aren't necessary to have but using Aether is considered for the arena score.

First and foremost, this is easily the biggest joke of a build I have ever made and should be considered as such.
REGARDLESS, Ursula has a unique position as a unit available to all players who managed to get ahold of her through her Grand Hero Battle. In addition to this, she has an impressive Spd and Res stat, which makes her a strong unit. Her base kit is marvelous for her purpose, which is to nuke any cavalry target in sight. Let's face the facts though- Ursula is far from the perfection she seeks, and her middling HP, average Atk and awful Def carve her a very narrow niche.
A niche that can, and should, be exploited.
Ursula is a F2P blue cavalier with access to enormous buffs from Fortify and Hone Cavalry. Sound like a basic arena strategy yet? In addition to this, she comes with Death Blow in her base kit, further stapling her claim as a heavy Player Phase unit. The only thing that could be missing is a Bladetome; one graciously supplied by the ugly duckling of mages, Odin.
Between buff stacking and Deathblow, Ursula carrying a Blarblade has a disgusting total of 164 wins against the other member of the FE:H cast, with only two losses (to Hector and B!Lyn respectively).
Swordbreaker is for countering the speedier sword units and those that may carry Distant Counter. Ryoma, Black Knight and Ike, in particular, are the three who are kept in mind with the addition of this. It can be replaced with Desperation in the presence of Cavalry buffs, or a Tomebreaker skill to duel mages like Linde and S!Corrin.
Threaten Res is mostly for budget purposes and can be replaced with a Ploy, Hone, or Spur skill. It is helpful in tense duels against strong green mages, such as F!Robin (who has an innate advantage against Ursula) or Julia.
The real obscenity in this build is the addition of Glacies. With a fully charged Glacies blast and Cavalry Buffs, Urusula nukes the entire neutral cast. With a Res boon, only B!Ike survives, and that's assuming he still carries Urvan. The long cooldown Glacies nets is the downside, but the laughable damage makes it worthwhile. An alternative is Moonbow for a quicker charge, or Iceberg for damage.
Swap is, again, utility, and makes Ursula slightly more two-dimensional outside of a Horse Emblem team.
