With a base offensive spread of 33/34 attack and speed, Oscar is currently the strongest offensively-oriented lance cavalry unit. These offenses lend themselves very well to an all-out offensive build with Firesweep Lance. This build works best with horse buff support, such as Hone Cavalry.
Firesweep Lance is immensely powerful for Oscar, as its staggering 15 Mt results in Oscar dealing heavy damage with each attack, while also preventing the enemy from being able to counterattack. You want to maximize speed for a Firesweep build, as doubling is vitally important in order to secure kills.
Because Firesweep builds work in a similar fashion to Brave builds, a 3-charge special like Luna works great, as each combat usually ends after two attacks, causing Luna to activate on the second combat. Moonbow can be chosen if combined with Quickened Pulse, allowing for a special activation on the first combat.
Swift Sparrow is ideal as Attack and Speed are the most important stats for a Firesweep build, along with only needing them on initiation since Firesweep prevents Oscar from counterattacking. Life and Death is also a good option, but the decreased bulk can potentially cause issues if Oscar ever needs to take a hit in a pinch.
Drag Back is a safe option, as pulling back after combat helps keep Oscar away from enemies to avoid being attacked. Cancel Affinity works well with Firesweep, as the added safety of avoiding counterattacks allows him to forgo Drag Back in order to punish Triangle Adept or Emerald Axe green units.

Oscar has a fantastic base kit, really only needing an A slot and Special to be complete. A refined Harmonic Lance or Slaying Lance has better general performance than a Sapphire Lance, but his base Sapphire Lance functions perfectly if you only need him to handle reds and the occasional blue.
Harmonic Lance and Slaying Lance both provide a boost to Oscar’s Specials, granting him a great source of additional damage. Harmonic Lance and Moonbow generally deals more damage than Slaying Lance and Luna unless fighting an enemy with absurdly high Defense (50 is where they break even).
Oscar’s base Lancebreaker offers him fantastic matchups versus other lance units, but Swordbreaker is worth considering to guarantee that he can completely shut down other sword units, as units like Ayra and Mia can be a pain to deal with, even with Sapphire Lance. Renewal is an option to offset the recoil damage from Fury, and allow Oscar to handle multiple engagements.
If running an offensive set with Harmonic Lance or Slaying Lance, then Heavy Blade allows for a Special activation every combat assuming that Oscar can double - make sure to run him with cavalry buffs, namely Hone Cavalry. Close Def seal offers Oscar an excellent boost to his defenses during Enemy Phase, but Speed+3 and Attack+3 seals are also acceptable choices.

Brave Lance is an alternative option to Firesweep, as Oscar’s offensive stats are sufficient enough to also run it to great effect. A +Speed Oscar will want to go for a quad build with a Brave Lance, requiring either Swift Sparrow or Life and Death, while a +Attack Oscar will likely want to focus on the first two hits only, pairing well with Death Blow.
Desperation is intended only to be used alongside a quad build, meaning +Speed IV Oscar with either Swift Sparrow or Life and Death. Otherwise, Drag Back is the best option. Swordbreaker or Lancebreaker can be used if you absolutely, positively want to make sure that tankier units such as Black Knight, Xander, Tana, or Effie are killed.
Introduction
Oscar is a heavily offensive-oriented lance cavalry unit, with the best offensive stats of all lance cavalry units. His defenses leave a bit to be desired, though his base kit goes a long way to mitigating that - the combination of Sapphire Lance and Lancebreaker give him excellent coverage, being weak only to green units that he already has weak matchups with in the first place.
Oscar is an excellent unit right out of the box, but he can be improved further still with investment, from simply adding Fury and Moonbow all the way to a Firesweep set.
While Oscar enjoys all the perks of being a cavalry unit, such as unmatched mobility and horse buffs like Hone Cavalry, he also shares their weaknesses. His low base stats (BST) limit his potential, and he shares a weakness to anti-horse weapons. In particular, he is very susceptible to Wolf tomes due to his low magical bulk, and even Ridersbane can be an issue despite Lancebreaker, due to his low physical bulk.

Cavalry Unit
Oscar enjoys high mobility thanks to being on a horse. Having a horse also means being able to benefit from powerful horse buffs like Hone Cavalry and Fortify Cavalry.
Excellent base kit
Oscar requires very little actual investment to function; however, he can be improved significantly with proper investment.
Weaknesses
Low Resistance
Oscar’s low resistance makes him vulnerable to mages, particularly ones with high attack (such as blade tome users) that can bypass his speed stat.
Anti-Cavalry Weapons
Being a cavalry unit, Oscar has a natural weakness to anti-horse weapons. In particular, Ridersbane and Wolf tomes cause serious issues with his survivability.

Strong Greens: Dorcas, Myrrh, and Minerva can easily handle Oscar thanks to color advantage, particularly if he is running his base Sapphire Lance.

Physically Bulky Greens: Hector, Brave Ike, and Beruka can completely shut down Oscar's damage output, particularly if they run Guard to prevent him from sneaking some damage in with a special.

Offensive Mages: Nino and Reinhardt can easily break through Oscar's weak resistance.

Player Phase Units: Brave Lyn, Bridal Cordelia, Tana, and Cherche can easily take out Oscar if they can engage on him, even if he has a Firesweep Set.
- Anti-Cavalry Weapons: These will make short work of Oscar; in particular, Ridersbane, Poleaxe, and Gronnwolf will completely obliterate him, making units like Effie, Gerome, and Rhajat good choices.

Agile Quadhitter
Oscar is usually seen as a bulky duelist thanks to his all around decent stats(for a cavalier). But his good speed also makes him a good candidate for a quadstrike build. He reaches 46 atk and 39 spd unbuffed, 52 atk and 45 spd under the effect of hone cavalry.
For his a slot, life and death is the preffered option for optimal performance, though fury can also be chosen for added bulk and a safe way of activating desperation.
As mentioned before, desperation is his prefered b slot to pull of four hits in succession, though drag back/hit and run are also viable options to retreat to safety.
Luna is the preferred special for most brave builds to avoid 0x4 at the time of attacking tanky foes. His support and c skill are up to personal preference and team supporting options.

In his banner, Oscar seems lackluster and boring compared to Nephenee and Elincia. However, he is not by any means a bad unit. With a 33/34 neutral offensive spread, Oscar can be a great unit in either a cavalry team or in any other team.
With this build, a speed boon is recommended, so you can double more units, but an attack boon can also be used if you want more fire power. For a bane, you probably want to dump his resistance as that is his least useful stat and isn't very high to begin with. An HP or defense bane can work too, as with a Firesweep Lance, Oscar shouldn't be taking too many hits. After Hone Cavalry, a neutral Oscar can hit 59 attack and 45 speed with this build, which is enough to take out many units.
Firesweep Lance is one the best weapons Oscar can use in conjunction with Drag Back/Hit and Run. He hits hard and will be able to safely deal a lot of damage without fear of retaliation.
Life and Death is the best A slot for Oscar as it lets him harder and double more units and the drop in defenses won't matter, as Oscar shouldn't be taking too many hits. Life and Death 2 is fine too if you don't want to sacrifice a 5 star Hana, Jaffar, or Minerva. Death Blow is decent option if you don't have Life and Death, but you'll miss out on a lot of doubles.
For the B slot, Drag Back and Hit and Run are both great options that let Oscar retreat back to safety after attacking a unit. Personally, I prefer Drag Back as it will pull the enemy closer to your team for another unit to pick off if Oscar didn't kill them himself.
Like with most units, Oscar's C slot is flexible. In a cavalry team, any of the cavalry buffs are viable options. Otherwise, a simple Threaten Def is great for letting Oscar deal more damage.
Reposition is a good support skill to move around your own teammates and can be used to bring other units back to safety. However, his default Rally Spd/Def is still good if you aren't running him on a cavalry team that already has their buffs.
Luna is a very useful special for Oscar as it lets him deal more damage to tanky units that he wouldn't be able to otherwise kill. Another special Oscar could run is Moonbow with a Quickened Pulse seal to allow him to activate it right away on his first attack if he doubles. Draconic Aura is another viable option for consistent damage if you have a plus attack Oscar.
For a sacred seal, either an Attack +1 or Speed +1 can work. If you're running Moonbow on him though, Quickened Pulse is the way to go.
Overall, even though Oscar is overshadowed by the other two units in his banner, he is still a very good lance cavalier and can pull his own weight in any team.

This build is for those who have a Hector laying around to sacrifice. If you do this build will kill any and all red mages including horse emblem leo, Tharja, or celica. Along with being able to crush red sword users and lance users alike.
This build benefits more from speed boon to prevent getting doubled by high speed mages as well as letting you pick up doubles easier on red sword units and regular units alike.
The main downside is you have to steer clear of anything green and now the annoying Brave Lyn. But that aside this build will allow him to duel a vast majority of the enemies he will come across.
His ideal partner would be Brave Roy and Cecilia where Cecilia has rally res and horse attack boost and roy has deffense boost. Cecilia handles Lyn and takes bow breaker along with other blue mages. Roy does what roy does best and eliminate all the threats to your oscar.
