This set allows Oliver to function very well as a general counter to ranged units.
With the Blárserpent tome refined for Defense, the Distant Def A slot skill, and the Distant Def Sacred Seal, Oliver can reach a staggering 44 Defense and 52 Resistance whenever he is attacked at range. Even green mages like Nino will have trouble obtaining a ORKO on him while he’ll easily resist red and blue mages without problem. Meanwhile, thanks to his impressive Defense, Oliver will be able to tank against colorless threats such as Life and Death Brave Bow Cordelia and Brave Lyn. The Blárraven tome is also an option which grants slightly better matchups against colorless foes (usually only saving him a couple of HP), though at the cost of some of his magical tanking capabilities.
His B slot of choice, Quick Riposte, allows him to perform a guaranteed follow-up attack when he is attacked and also above 70% of his total HP. Quick Riposte 2, while only working at 80% HP or above, is acceptable if you are unable to give Quick Riposte 3. This’ll allow him to KO Brave Lyn and Bride Cordelia on his second attack. Meanwhile, his Special Iceberg will allow him to gain KO’s against Nino, Reinhardt and Linde thanks to the Iceberg proc giving him a massive 22 point damage boost on his second attack.
For the C slot, Atk Ploy is his default skill and it will work well for him as it can proc with good consistency thanks to his high base Resistance. The assist slot is open to player preference. As for alternatives, Fury can be an acceptable substitute for Distant Def as it still gives him a good boost to his defenses and Glacies can also be used as opposed to Iceberg, though the higher cooldown means Oliver will no longer reliably KO units like Nino as his Special will now not always activate on his second attack.

A relatively cheap set for Oliver, this set focuses fully on Oliver’s magical tanking capabilities.
With Fury, a Resistance forged tome and the Distant Def Sacred Seal, Oliver reaches an impressive 46 Resistance, not to mention Fury giving him an all round boost to his other stats as well. With this Resistance, Oliver can easily resist red and blue mages and even green mages fairly well. He’ll also have 32 Defense when attacked at range, which gives him a good amount of tankiness against archers and dagger units. You could also use a simple Resistance boost if you do not want the HP chip damage from Fury.
For weaponry, his default Shine tome works fine if you're not willing to invest in a new weapon, but the Serpent and Owl tomes work even better. Blárserpent will give Oliver a nice boost to Defense and Resistance while Blárowl will give a boost to all stats equivalent to double the number of adjacent allies. Blárserpent will be superior to Blárowl in general due to the much more forgiving activation requirement, but both will be strong options. For the B slot, Quick Riposte allows him to perform a guaranteed follow-up attack when above 70% HP, greatly improving his damage output whereas Iceberg as the Special will allow him to deal a great amount of damage thanks to his extremely high Resistance and given that he will most likely be doubled, he should usually proc Iceberg on his second attack, allowing him to reliably KO Nino, Reinhardt and Linde.
For the C slot, his default Atk Ploy works fine given his Resistance allows him to activate it reliably. The assist is up to player preference. Glacies can again be used as an alternative to Iceberg, but note that the increased cooldown timer makes it less reliable to proc than Iceberg.
Introduction
We have all been truly blessed as Fire Emblem Heroes players as Oliver has decided to allow us to bask in his glorious and overwhelming beauty. Oliver joins as a infantry blue mage obtainable from a Grand Hero Battle, meaning anyone able to conquer his beauty can be blessed by his presence. Unfortunately, while his beauty is truly unparalleled, the same can’t be said for his combat capabilities.
Oliver’s beauty radiates from his very being, protecting him from all things ugly. As such, he is capable of shrugging off magic with his very good Resistance stat of 34. Combined with his plentiful HP pool of 42, Oliver can stop almost any magic coming his way, thus preserving his immaculate body. He can also dish out quite a bit of damage to those who dare to challenge him and his beautiful allies with his fairly good Attack stat of 32.
Believe it or not though, a perfect being such as Oliver does have his flaws. Oliver can truly feel the overwhelming weight of his beauty on his shoulders, slowing him down to a measly 20 Speed. He is very susceptible to double attacks which when combined with his poor Defense of 23 makes him an easy target for any physical unit who can get in close where his beautiful magic cannot hit, because even one as perfect as Oliver is bound by the magical laws of this game.
Oliver is the pinnacle of beauty, this cannot be denied, but he is unfortunately not going to cut it compared to other strong blue mages such as Reinhardt, Linde, Delthea, and Micaiah, especially when Micaiah has more Resistance among more Speed and Attack, though less HP. Overall, Oliver is a serviceable blue mage, but that isn’t why you’re going to use him, you’re going to use him because your team deserves his beautiful presence, because Oliver thinks you’re worth it.
Strengths
Strong Resistance
At 34 Resistance, Oliver has the second-highest Resistance of all blue mages, tying with Lute for second place and only Micaiah having more. This makes Oliver very resistant to red magical attacks by default. Oliver can also get plentiful boosts to his Resistance through skills, weapon forges and Sacred Seals, meaning he can become a complete magical wall that can even resist some popular green mages such as Nino. He can also competently run Ploy skills, which is good considering he comes with Atk Ploy by default.
Good HP
At 42 HP, Oliver has the second-highest HP of all blue mages, with only Odin having more. This plentiful HP pool combined with his strong Resistance makes him difficult to be taken down with magic. High HP also makes him decent physically resistive despite his low Defense, especially when combined with defensive skills like Distant Def.
Weaknesses
Terrible Speed
At 20 Speed, Oliver is the slowest blue mage in the game and one of the overall slowest units in the game. Oliver is very susceptible to being double attacked which hinders his tanking capabilities from both physical and magical attacks, though his strong Resistance makes up for it on the magical front.
Low Defense
At 23 Defense, Oliver actually has the fourth highest Defense of blue mages, being beaten by Odin, Reinhardt and Male Robin in this regard. Despite this, 23 Defense is still low in the grand scheme of things. Oliver is susceptible to physical attacks. Dragons with forged dragonstones will also prey on Oliver’s low Defense since refined dragonstones target the lower defensive stat of ranged units.
Grand Hero Battle Unit
Being a Grand Hero Battle unit, Oliver will not have random stat rolls like a summoned unit would. This means that you are unable to fine tune his stats through the IV system as every Oliver is identical. Oliver can become fully merged, but this will likely be a long process due to the amount of Heroic Grails necessary to obtain enough copies.
Team Options
Counters
Oliver most suffers against physical units, particular lance and axe units since axe units have the advantage and lance units are neutral in the weapon triangle. Sword units can still hurt Oliver, but Oliver fares much better against sword fighters thanks to the Weapon Triangle advantage. Typically speaking, fast or hard hitting blue and green units should have little trouble with fighting Oliver.

Axe Fighters: LA Hector, Hector, Dorcas, and Brave Ike all possess strong Attack and will cut through Oliver with ease. All of these except Brave Ike naturally carry Distant Counter, making them very difficult to safely KO with Oliver.

Lance Fighters: Lance units such as Ephraim, Tana, Hardin, Winter Robin, and Nephenee all have strong Attack and can all easily double Oliver, making them very reliable for dealing with him should they be capable of getting the attack on him.

Dragons with refined breaths: With the weapon refinery, refined breaths will now target the lower of the two defensive stats when combating ranged units. Because of this, Oliver can’t rely on his high Resistance in order to tank dragons, making dragons such as Nowi, Fae, Fallen Robin, and Myrrh good counters to Oliver. Fae, Myrrh and Fallen Robin have a more notable advantage thanks to their Weapon Triangle advantage. Fallen Robin and Nowi also come with Distant Counter by default, allowing them to easily deal with Oliver by allowing him to attack them.
- Archers: Unless you’re running the Blárraven or Blárserpent tome, strong archers such as Brave Lyn, Bridal Cordelia, Halloween Jakob, and Innes are quite capable at dealing with Oliver thanks to their strong Attack and Speed. Innes also carries Cancel Affinity by default which means Oliver won’t be safe from him if he is running Triangle Adept and Blárraven.

Only for the MOST beautiful of men. By standing next to 3 companions, the mighty duke of Tanas achieves perfect resistance, able to absolutely discombobulate any magical fools that dare try and defeat him. Even the mighty reindhart and Ishtar stand no chance before the man! (I think)
....Just keep him away from Grima, or even his beauty will not stand a chance.

Has an Effective 32 def and 40 res against melee enemies not including his bonuses from Blarowl. Most damage comes from Iceberg but can deal good damage if color advantage is obtained.

Very expensive Blarserpent build, but well worth it if you put more effort on him become a good unit. Blarserpent+ along with Distant Def stack put him into a mixed tank, +18 def/res during Enemy phrase along Atk Ploy lower down opponent atk to survive even longer.

Behold! The most llisterious duke of Tanas presents his shinning beauty amongst pesky sword units and bounces them off with his encapsulating body. Only the most devoted can truly achieve nirvana by bestowing him the majestic close counter!
Like many bulky mage sets which run close counter, Oliver can defend against enemy phase and resist oncoming red sword wielders and red manekets, as he will most be able to activate iceberg, which does an average of 20 points of damage without additional support thanks to seal close defense 3, as well having 32 def.
Due to his 34 res, he can still take on the likes of other faster red mages to great affect. What’s even better is that since most melee units tend to have low res, atk ploy often is used to lower their atk, therefore Oliver is even more bulky against such units. Furthermore, his defense and res can be further increased thanks to blarowl as the prime candidate for best tomb with this set where allies can grant him up to a total of +6 in all of his bases as along as they are adjacent to him. Granted, for those wishing to keep a budget (as feathers are sometimes hard to come by), his shine +def works decently well to retain his physique.
The fashionable duke works best with Green Manketes such as Grima, Fae, and Myrh where their bulk can thward off threatening top units like the devious Brave Lyn, and her usual sidekick the pesky Reinhardt better, and in return Oliver shall shield them with his dazzling gleam against the dastardly Falchion users. In addition, Red units such as Ryoma, Xander, Black Knight Young/Adult Tiki, Ike, and even such Falchion users can take on incoming green nukes like Nino or Hector depending on your red units set. And, of course, any talented dancer can help him avoid or strike the ‘ugly ones’.
It should be noted, in terms of neutral match-ups, while he can take lance units coming towards him, they can still deny him of being able to continuously deflect such ‘Ugly Ones’, thereby lowering his hp he cannot always be able to make follow ups with Quick Ripose 3. His player phase, therefore, is sadly not is strong suite.
Major threats to such sets fast dagger units such as Sothe and New Year Tamuki can overwhelm him or outright snatch the daylights out of Oliver. The sneaky Jaffa returns with his deathly dagger which can quash Oliver’s chances in being able to stop his killing streak. Brave bow sets like from Bridal Cordelia can reck havoc to Oliver and Bulky archers such as Halloween Jakob can ruin Oliver’s day Typical green powerhouses such as Raven can still our right decapitate Oliver thanks to the Baliskos life and death 3 and possible heavy blade. Most green mages like Nino and Julia can our speed Oliver and brutalise him, but with proper defensive support Oliver can perhaps still live to tell the tale (better results against projectile users with the distant defense set)
Overall, if you are looking for a blue mage which serves the same roll as Boey, Oliver is an interesting candidate. While Oliver loses more match-ups towards physical colourless units and magic green units, it’s merely a slap in the wrist when you realise the wonderful human being known as Oliver can use his belly for something instead of just for art sake.

Unlike my other build, this one is a budget one. I've put defiant atk with brash assault to have two powerful skills activating at once when Oliver's equal or below 50% HP.
Swap is a must for Blárowl positionnement. (and for the unit who supports him too)
Aether is there to recover some HP but can be replaced by Luna, Ignition..
Oliver with this build has a great defense and resistance, don't forget to merge him to +2 and to activate allies and summoner supports.
His C skills is up to your choice but that's already good.
Don't forget to buff him (Sothe/Fae can be useful, drive res and drive def for Lyon can be really useful if you support Oliver with Lyon because he already has drive res)
