A Slaying Axe+ is the best weapon Legion has available to him. The Speed refinement improves his offensive and defensive capability massively, and the increased Special cooldown helps Legion win any match-ups that are reliant on the extra damage from Moonbow. With Quickened Pulse, Moonbow will be fully charged at the start of the fight, allowing Legion to pick up an easy KO.
The B slot skill is relatively flexible; Desperation would be the usual choice for offensive units, but with Fury and a +Spd refinement, the highest Speed Legion can reach is 41, or 42 after merges. This is good, but will rarely be enough to reliably make follow-up attacks. Desperation is easier to recommend if Legion has a teammate who can increase his Speed; otherwise, there are stronger options, in which case, the Speed +3 Seal is recommended in place of Quickened Pulse. Otherwise, Axebreaker, Hit & Run and Vantage are all worthy options.

This set incorporates many skills from Legion's base kit while making him a competitive unit. Fury in his base kit is a blessing, as it bumps his base offensive stats to a whopping 39/38. Moonbow is pretty self-explanatory, but Reprisal is a decent skill that synergises well with Fury if SP or inheritance fodder is limited. Vantage allows Legion to stay in the fight for longer and pick up some extra kills, while also synergising well with Fury. The support and C slot skills are flexible. The overall SP cost varies, but if you only choose to inherit Vantage then you'll only need 525 SP. The +Spd refinement on Legion's Axe is highly recommended in order to improve both his offense and defense capabilities. A Seal that grants +3 to Speed can be obtained through Squad Assault and upgraded.
Introduction
Legion is a powerhouse axe infantry unit with impressive offensive stats, a respectable HP stat but paper-thin defenses. Despite this shortcoming, his high HP and base 35 Speed give him impressive survivability as he can avoid many follow-up attacks. This statline also makes him Fury a fantastic skill on him, as he can shrug off the 6 damage pretty easily. However, with poor defensive stats of 22 and 18 in Defense and Resistance respectively, Legion will struggle to survive more than one blow. Any enemy that can make two attacks against him will certainly KO him, making him a high-risk; high-reward unit.

Strengths
Fantastic offensive stats
With 36 and 35 Attack and Speed respectively, Legion has one of the strongest offensive spreads of all axe users. This makes him a great Player Phase unit who specialises in ORKO'ing enemy heroes.
Deceptively bulky
35 Speed and 46 HP means that Legion can take a lot more punishment than you might expect at first glance. Provided he can avoid enemy follow-up attacks, Legion will often survive at least one round with most heroes; excluding strong red units.
Unique Weapon
Though other units can inherit this weapon, Legion is (unsurprisingly) the only hero to have access to Legion's Axe in their base kit. The axe has a built-in effect similar to Panic. This allows Legion to reverse enemy buffs and deal increased damage.
Weaknesses
Awful Defense and Resistance
There's no kind way to put it: Legion's defensive stats are awful. Whereas most units would usually have one of the two stats much higher than the other, Legion suffers from poor Defense and Resistance. This hinders his survivability massively and leaves him completely useless against any enemy with an ensured follow-up attack (Axebreaker, Brave weapons, etc.).
Cannot have IVs
Legion's lack of boon/bane stats does more harm than help. He desperately needs more points in Speed to compensate for his poor defenses, but he's stuck with the stats he's been given as a GHB reward.
Team Options
Counters
Red mages are some of Legion's greatest counters. They pose great threats to Legion, as the mages with high base Attack can possibly OHKO him, whereas the faster mages can potentially surpass his Speed stat and make a follow-up attack take out Legion with ease. And because Legion cannot take advantage of a boon/bane stat, most units with Speed in the mid-high 40s will likely make a follow-up attack. Other red melee units will have little trouble beating Legion in a 1-on-1 fight, due to his colour disadvantage and low def.
- Physically bulky ppponents: Zelgius, Arden, Adult Tiki, and Eldigan can easily brush aside Legion's attacks thanks to their high physical bulk and Weapon Triangle advantage. In addition to this, any opponents utilizing the skill Guard can prevent Legion from doing any significant damage whatsoever due to her reliance on activating his Special.
- Powerful physical units: Ayra, Mia, Soleil, Raven, as well as any armored unit running Bold Fighter can easily break through Legion's meager defenses.

Once in the Desperation range, he ORKOs most Blue/Green units.
Works well with allies who have Reposition & Dance to get him out of enemy lines. Blue units help with Legion's Problem when it comes to the color red, Camus and LB Nowi works Amazingly since they check Red Mages and Sword Units.
Watch out for Green Mages as they can cause a problem for Legion, so you should have a Red Mage or Distant Counter sword unit Like Ike. Legion also loses to Reinhardt & Hector, but then again who doesn't?

Ardent sacrifice can easily put him into desperation range. Killer axe+ can reduce moonbow's cost to 1, allowing you to hit once, then activate moonbow on the second hit. Life and Death can help put his speed at a whopping 40, while also increasing his attack to 52 with the killer axe+. You can replace life and death with fury to prevent him from being wiped off of the face of the earth from some attacks. The C slot is flexible.

With this build, Legion becomes a Hard-Hitting Machine. Legion will double the majority of Heroes due to his relatively high speed and Desperation will make it easier for him to last longer on the battlefield. Threaten Defense allows him to add more damage to his already fantastic 53 Attack with Draconic Aura giving a good extra 15 Damage. Fury and Reciprocal Aid will help him reach his 75% HP.
