Attack and Speed are Halloween Nowi’s best boons, with Speed being a bit more useful overall to boost her fairly unimpressive 32 Speed to 35.
Defense is the clear dump stat. At Neutral Defense, Nowi’s Defense threshold is 54 damage, already leading her to be open to OHKOs by many units. It is preferred to not dump HP or Resistance as Nowi has a respectable Neutral magical bulk of 61. Also, if Resistance is dumped, the option of effectively running a Ploy skill is not available.

+ATK: More Attack is always nice, and will increase Nowi’s damage output.

+SPD: Although 35 Speed with a boon might not seem particularly great, Nowi will be able to hit very high Speed with flier buffs and the right skills, making Speed her best overall boon.

Nowi can run a standard Blade Tome build exceedingly well given proper team support, which this build primarily relies on.
Rauðrblade+ is Nowi’s premier weapon of choice, as it will allow her to deal massive amounts of damage when she is buffed.
Nowi comes with Reposition already, the most coveted Assist skill that makes map control much easier. Swap can be taken as an option if one desires to use Nowi in a more Enemy Phase-centric style, particularly if Vantage is being run.
With the decrease of Glimmer’s cooldown from 3 to 2, it has become a much more viable skill in Blade Tome builds. When Nowi is receiving buffs from teammates, Glimmer will virtually almost always be more effective than Moonbow, and it can often deal more damage than the 3 cooldown Draconic Aura. Glimmer is less useful when attacking blue units, but ideally, Nowi should not be used to deal with enemy blues anyways.
Fury is easily Nowi’s best A skill. It will improve her Attack and Speed, increase her chances of surviving a physical hit, and allow her to proc Ploy skills on more enemies. Fury will also synergize well with Desperation and Vantage, helping her reach the <=75% HP threshold. Atk/Res Bond is a decent alternative if being used on an Enemy Phase build, but Bond skills are more difficult to utilize during Player Phase. Life and Death 3 can work too, particularly if Nowi is -RES and there is no hope of running Ploy skills regardless.
Desperation is a solid choice for the B slot. With a +SPD IV, Fury, a Speed +3 seal, and a Hone Flier buff, Nowi will hit 47 Speed, allowing Nowi to proc Desperation on all but the speediest units. Many units like Ayra will still be ridiculously fast and can avoid being doubled, so Swordbreaker is another solid choice, particularly if Nowi is +ATK. Vantage is decent for Enemy Phase Nowi, and goes well with Atk/Res Bond.
With the aforementioned skills and +SPD IV, Nowi can hit an effective 52 Speed if she procs Spd Ploy on an enemy, making it a very viable C skill choice. This should only be taken if Nowi is not -RES. If one would rather Nowi provide more team support, it’s better to run her default Hone Fliers or even Fortify Fliers if one already has a unit running Hone Fliers on their team.
Speed +3 is the most useful choice of seal overall, although Attack +3 can be taken too. Brash Assault can be run if Desperation is taken as the B slot, but it will only proc if Nowi is both <=50% of her max HP and the unit she is attacking can counterattack. Many melee units run Distant Counter in the Arena, so the second requirement is generally not as great an issue as getting Nowi into Brash Assault HP range is.

This budget set is designed to be run in a more mixed team composition compared to the Blade Tome set.
Grimoire is a decent weapon that allows Nowi to teleport to a space adjacent to an ally within 2 spaces when her HP is >=50%. This ease of movement can be very useful in Arena.
Reposition is chosen again as the Assist due to Nowi already having access to it, but the choices are flexible.
Without flier buffs, Nowi should not be running Attack-based Specials like Glimmer or Draconic Aura but instead enemy Defense-reducing Specials like Moonbow or Luna.
Fury is still the preferred A skill for the aforementioned reasons. Atk/Res Bond is more worthwhile on this set than the Blade Tome set as Grimoire will allow for more positioning opportunities where Nowi can be next to a teammate, so running it is perfectly viable.
Without a buff from Hone Fliers, Nowi just won’t be able to double most sword units considering their generally high Speed. For this reason, Swordbreaker is taken. It should be noted that powerful sword units with Distant Counter could possibly OHKO Nowi on retaliation, so one should take care when initiating on them. Renewal is an option that can be run too to bring Nowi back up to Grimoire range after taking damage. Escape Route is an interesting option too, synergizing very well with Grimoire but limiting Nowi’s capability to deal with sword units by taking up the spot of Swordbreaker.
The C slot is ultimately up to player preference and skill availability. A Spur skill is particularly useful as Nowi will be able to teleport next to a unit, giving that unit a Spur boost during combat.
Guidance is an incredibly useful seal, especially if one is running an armored unit on their team. Unlike Grimoire, Guidance has no HP requirement when fully upgraded, allowing any infantry or armor unit within 2 spaces to move next to Nowi. The usefulness of Guidance should not be underestimated, but if one sees no use for it, the typical Attack or Speed increasing seals can be taken instead.
Introduction
Halloween Nowi fills an interesting niche in the game, currently being one of the few red mage fliers. This gives her the ability to both receive flier based buffs and have dominate control of most maps given her ease of movement.
Although Grimoire is a decent little weapon that possesses good synergy with Guidance, Nowi truly shines with her Blade Tome build. Nowi has a similar statline to Summer Corrin, but with slightly more Attack and slightly less Speed. When combined with flier units of different colors, Nowi can be an excellent member of a very synergetic team.
It should be noted that Halloween Nowi is only extremely potent when put into a flier-based team. Outside of that, her statline is fairly mediocre and one should consider whether or not using Nowi would be a better option over another meta red mage, such as Winter Tharja, Celica, or Sacred Memories Eirika.
Strengths
Mage Flier
Nowi’s ease of movement coupled with her range attacks allow her to easily dominate control of most maps. She also has access to Flier buffs, incredibly boosting her potential.
Good Offenses
34 Attack is very decent, and although 32 Speed isn’t the highest for flier units, this becomes more trivial when Nowi is buffed via Hone Fliers.
Weaknesses
Pitiable Defense
With a Defense threshold of only 57 damage with Neutral Defense and Fury, getting OHKO’d is not uncommon. Don’t even think about trying to tank an arrow hit.
Reliant on Team Support Optimally
Her best build, the Blade Tome build, is extremely reliant on her receiving Flier buffs from her teammates. If her teammates are not around her, Nowi isn’t nearly as powerful.
Low BST and Availability
Nowi has fairly low BST at 147, and she is hard to merge considering her limited availability. Both of these factors make her less optimal for Arena scoring unless one is willing to spend many orbs for more merge copies.
Team Options
Counters
Nowi is built as a glass cannon, and is susceptible to many counters.

Distant Counter Lance Units: Particularly Hardin or Effie in the current meta, these type of units will completely decimate Nowi if she attempts to attack into them.

Reinhardt and other Blue Tomes: Reinhardt will ORKO Nowi with ease. Other blue tomes like Lute, Micaiah, or Lyn (LA) will dispatch of Nowi easily as well.
- Distant Counter Sword Units: If not running Swordbreaker, units like Ayra, Mia, or Soleil can easily defeat Nowi on the counterattack. Even if Swordbreaker is being used, Nowi’s Defense threshold is so low that it’s possible she can be OHKO’d on the counterattack.

well,here is my fav Flier in Heroes:Halloween Nowi or Halloween Nono (Nono is the japanese name of Nowi) as i prefer to call her.
Sadly,shes seasonal and only +1,but she still does her job very well.
Fury + Desp is in my eyes the best way of building her,even though its boring...
Also her S Support Partner is Hinoka with Hone flier for helping to increase her attack and speed even more!

I've kept Grimoire on her because I've kept Flying Hinoka with her base kit, thus making mobility a priority, (though I have considered replacing it with Rau∂rblade and swapping Hinoka for SS!Takumi), and her Reposition doesn't need much mentioning. The combination of Heavy Blade, Moonbow, and her high atk stat results in her special pulling off essentially every other time she attacks.
The main goal with Nowi was to capitalize on her low defenses and high offenses, thus the buffs and debuffs from Life and Death. Her high speed and low defenses allow for Desperation to pull off without much of a hitch should she receive any damage, and since I've put her on a flying team (Michalis + 2, Cordelia + 5, and Flying Hinoka + 1), Hone Fliers is a major asset.
As a side note, she has the Feh accessory because she's a little witch and it's adorable.

ok, so alone... she isnt that good, but in a flier emblem shes GREAT! sucks that i got -atk but idc, at least shes +spd.
took me a year to get my first fkn tharja and i immediately killed her for nowi. she har darting blow to make sure she doubles and its working great so far.
hone fliers from ny!azura and fortify fliers from valter = a lot more damage.

I do like Halloween Nowi as a unit, but her speed feels lackluster, even with flier emblem buffs. If I get Elincia, I would definitely use her instead of Nowi.

Not much changes here just gave her dragon fang since her attack is good for it and it's one of my favorite specials. Escape route to keep her out of danger and so she can utilize moving over to units as much as she can since her tome is pretty good. Witchy nowi does great in my flier team
