Cecilia’s optimal sets are typical for an offensive mage. Like most units, she prefers to increase her attack at the cost of her defenses. However, speed is not important for her since it’s already low, and she prefers to cleanly one-shot foes.

RES: Resistance is a stat Cecilia would prefer intact, as it helps her Ploy skills and overall magic survivability. If not running a Ploy skill, it can be reduced.

SPD: Cecilia is better as a one-shot mage due to her already poor 25 base speed. She’d prefer to keep it, but it can be reduced. The Raven set can reduce Speed safely.

32 base attack might not seem like much for a one-shot build, but Cecilia makes up for the lack of raw attack with powerful Cavalry buffs. Her primary set sees her take on the role of an attacker with a Blade tome in hand. Unlike most mages, Cecilia’s low speed and powerful buffs lends her to a one-shot build.
Death Blow and Attack +3 give her more raw power when attacking. It’s assumed that Cecilia will be run on a Cavalry team making Hone Cavalry her optimal C slot skill. Running this is not mandatory however, and both Res Ploy and Atk Smoke are great secondary options for her on mixed teams or when she is not required to provide buffs.She takes G Tomebreaker to help with her matchups against other green mages, who can defeat her if they have the speed to double Cecilia.
Glimmer is the special of choice, scaling marvellously off her boosted attack. Draconic Aura is another option, but it comes with a long charge time when used with a Blade tome. It’s recommended to use Quickened Pulse if opting for the latter.

While her first set sees to take on an offensive role, the Raven set is designed to let Cecilia handle specific problematic enemies, primarily Reinhardt and Brave Lyn. However it can be used to beat most blue mages or archers, and is an excellent build for PVE modes or Arena Assault.
The crux of this set is the Raven Tome/Triangle Adept combo, which grants Cecilia a 40% advantage against both blue and colorless units. Bowbreaker is also essential for stopping Brave Lyn from doubling her, and letting Cecilia double back in kind.
Distant Defense rounds out her defensive skills, giving Cecilia more padding against ranged foes. Her special of choice is Luna for chunking tanks once she’s defeated her primary targets. However, if a faster-charging special is desired, Moonbow is a good option. This Cecilia is more at home outside of Cavalry teams, so Atk Smoke is the most useful skill for general combat.
Introduction
Cecilia is a mounted green cavalry mage, and one of only a few in the entire game. She’s a reasonably versatile unit who can take on an offensive or defensive role, and be built to counter some top threats within the Arena. She’s a great unit in all modes and can excel in Arena Assault as a dedicated counter to specific matchups.
Statistically, her main claim to fame is a solid attack and resistance which forms the basis of her kit. High attack and low speed define her as a one-shot mage as opposed to the traditional high-speed mage archetype.
Due to being a cavalry mage she has a very low stat total which comes at the cost of her speed and defense. Cecilia is threatening at range, but an easy target for foes who can close the distance or hit on her weak defense. She is also arguably worse than Gunnthrá, a Legendary Hero with the same movement type, color, and weapon type as well as a unique weapon and B slot skill.
Strengths
Great attack and resistance.
Cecilia’s two best stats are her attack and resistance. High attack is what defines Cecilia as an offensive mage and enables her to reach 51 with an attack boon. 29 resistance isn’t all that high amongst mages, but is still plenty and is enough to let Cecilia opt for Ploy skills in her C slot if she desires.
Counter to common Arena threats.
Being a green mage means Cecilia is a natural counter to Reinhardt, and with the correct build she can tank and KO Brave Lyn as well. These are two extremely common and potent threats in the Arena and only a few units can boast being able to beat both.
Weaknesses
Low speed and defense.
Cecilia has 25 base speed and 22 base defense. This makes her very susceptible to physical damage, especially from faster units who can double her. Low defense also makes her weaker to dragons and a potential target for enemy Gunnthrá’s Chilling Seal.
Outclassed by Gunnthrá.
It’s true that Cecilia has slightly higher attack, defense and resistance, but Gunnthrá’s extra eight speed more than makes up for any other statistical differences. Gunnthrá also comes with an excellent unique weapon and B slot skill in Chilling Seal. While there are some things that Cecilia does better (such as her Raven build) there is little reason to use Cecilia over Gunnthrá when one has the choice.
Team Options
Counters
Her counters change wildly depending on her build. However no matter the set, she dies easily to physical damage and must be kept safe from even some blue units that deal physical damage.

Red units with Distant Counter: Raven Cecilia is easily cut down by units such as Ike, Ryoma, and Zelgius due to having Triangle Adept. The Blade set is able to OHKO some of these units depending on boon/bane and skill build.

Green Mages: It’s quite common for mages such as Nino, Julia, and Soren to run G Tomebreaker. This means that Cecilia will often lose to faster mages who can double her and sometimes trigger a Special.
- Cancel Affinity: This is more about a skill than a specific unit, but it is commonly seen on Bridal Cordelia, Brave Lyn, and Innes. She does not have the requisite defense to survive Brave Bow wielding archers with Cancel Affinity.

The key for having a non mediocre build Cecilia is give her speed. Whether it from IVs, the (a) skill and/or seal. The more speed the better.
Cecilia already has a naturaly high attack. Together with blade tome, your not lacking in damage whatsoever. All you need to do is to give her speed as much as you can.
With +spd IVs, she gains 4 points. And if you combine it with darting blow, speed seal, hone cavalry buff, she'll reach 42 speed. Even more with goad buffs.
