I think this is the first time I recommend you use a defensive build or don't use him. You can't actually save his speed so don't bother, just focus on maybe being a ranged counter. It'll be a good budget build. Something like DD3 seal, steady stance, VF if you can get it.

26 spd is really awkward. I'm trying to think if there might be some kind of really meta wary fighter thing where you block forced doubles and basically make yourself into a cement block to soak hits while your teammates do the killing. If you really want to do it well it will require some premium fodder, but trying to avoid anything too rare or expensive, here's what I came up with

Once atk smoke triggers, you're looking at...46/48 defenses, and if brazen activates, 53/55, so he'll probably tank all the attacks you need him to, and they probably won't activate any specials because they can't double. Plus, if some ranged unit attacks into him, his real res (the one where atk smoke isn't calculated in, because that's not actually part of his res) is 48, so on the glacies activation, 44+38 = 82 damage which will, in fact, wipe some units right off the map.

Alternatively, if you keep monstrous bow, some emblem teams might get seriously messed up.

Those are unfortunate IVs, but he's still such a good unit. I'd do a defensive build, I don't think his speed can be salvaged, but if you stack defensive skills on him he can be a really good tank.

Sorry about the IVs. RNG really loves tricking us sometimes (esp. during halloween). I think don't bother raising his speed. Just go with the standard brave bow (patch the attack up with attack seal) or the guard bow builds.

It’s kind of a meme build, for the most part, but no one said meme builds don’t work... so I guess you can try a unique speedy build, although it kind of requires some premium fodder.

You could go Life and Death, but then you lose some of his amazing bulk(still good, though), so you should probably go Swift Sparrow, but then again it’s five star locked. Maybe go Desperation for your B skill, and here comes the major problem. You can also opt for Chill Speed... but if you use one of those two you lose the precious chance of using Fighter skills. If you aim for Player Phase, you should go BF, but then if you’re going Bold Fighter why are you raising speed? I guess that gives you the opportunity to go Special Fighter, then. All of this I’m talking about should go with a +Spd refined bow, of course.
C skill should be a Speed Wave, but if not, then if you’re building him for player phase use some defensive buff, cause his teammates will have to enemy phase for him. You could also try Speed Ploy, if you don’t use Life and Death(Fury would actually have some nice use here to bump up that res), and receive external speed support.

+speed also allows you to try Windsweep, if you’re willing. With a +Spd bow, Swift Sparrow, a +4 speed buff, Speed Ploy activated and the Phantom Speed seal, you can avoid counterattacks from up to 50 speed foes. That way you could try Clarisse’s Bow for debuffs, or the default Monstrous, to screw Emblem/Tactics teams.

You can also try something even more meme worthy. Close Counter with Slaying Bow and Ignis, then Vengeful Fighter, bow refined for speed and the Darting Stance seal. That’s 34 speed on enemy phase, with Speed Ploy it becomes a virtual 39 and with speed support it can go even further.

If someone could make Arden work with Desperation(with a lot of buffs, though), then you can make one of those work too. If you don’t want any of those gimmicks, just run one of the recommended builds and he’ll be fine(maybe not the Brave Bow one, since he’s -atk, though).
