If foe's Range = 2
Answers
Maybe thats because he has CC which means in that scenario his range would be 1. If he engages on you it might activate because in that scenario his range would be 2. And if he didn't have CC his range would be 2 so it will still activate. I don't use Fjorm or dragons very often so this is just a guess. If you can test them tell me if that's the case.

Maybe it calculated his retaliation with CC as a 1 range? I noticed when I use a CC mage with Vantage, it doesn't activates sometimes when the unit is attacked by a... melee unit.. or ranged.. Can't remember which one was it.. I think a melee unit was the one that canceled the Vantage when my CC mage was attacked

Well I think dragon breaths are a little different since they're adaptive damage and work on both phases, defensive specials aren't like that (someone correct me if I'm wrong) they trigger when attacked from what I remember, maybe they don't work when you initiate? I'm not sure. He has that hardy bearing eff on his weapon too, dunno if that effected your build. Did you have Vantage or Shield Pulse equipped? What was that Xander's setup?

For the purpose of Dragon's adaptive damage, the game reads the range of the opponent's weapon type (visible on the weapon icon on the unit's info screen) and not the range they are currently attacking or countering with. You do bring up an interesting point about the damage mitigating skills like Ice Mirror and Aegis. If they don't work with Close Counter, that seems to imply that the skills only work when the enemy initiates. That does feel a bit misleading.
Edit: I did try Sacred Cowl and Ice Mirror against W!Tharja and neither triggered on player phase/player initiation.

So now the real question is:
If a CC unit has higher Res than Def. Does a dragon still get the adaptive damage, or do they default to Res attacks. Unfortunately I don't have an easy way to check that for sure.
If they don't get the adaptive damage it would make sense, however, IF they do it seems to me like one of those interactions is incorrect.

I checked using W!Tharja again (the Paralogue Lunatic is an easy place to test). My YS!Tiki with 52 Atk vs Her 44 Def and 46 Res, after Candelabra and Ward Armor buffs, did 8 damage, which would apply to her Defense. So it seems to be an issue with the defensive Special, and more specifically, its wording.

Thanks, I have sent an inquiry to see if this is a translation error or an oversight in how it's supposed to work. Either CC cancelling Dragon adaptiveness, or Specials working against CC.
Just tested and Pavise works against CC, what the heck this is a really wierd set of interactions. Which I guess makes sense since Pavise does say adjacent.

Ok how is the translation for breath weapons? Since in English they use the same phrasing.
In other words, do alternate translations actually use different phrasing for the relevant parts, or is it one of those situations where it is basically the same phrasing but allows for a different meaning within the context?
