Like, fuck, just give her 163 bst to suit the powercreep, and just put the extra 6 points into her attack so she can be at a reasonable 31 base.
37/31/35/32/28 is a nice stat spread, it can tank both magic and physical reasonably well, fast enough to not be doubled most of the time, and an attack stat that isn't cancer to try and use.

There's a couple of ways you could emulate the games' original effect. I'd treat the staffs as "promoting" the healing specials when they trigger (and affecting everyone the healing special affected), but making them trigger a bit slower as a result. Here's the Ashera Staff I'd give my Sephiran hero which has the same healing strength viz-a-viz Latona in the games:
Ashera (14 Mt) - Grants Def +5. Slows Special trigger (cooldown count +1). The enemy cannot counterattack. At start of combat, if unit's special is charged, unit can counterattack regardless of foe's range and abilities. When healing Special is triggered, replenishes the HP and/or removes the stat penalties of all allies healed/boosted (respectively). (This skill cannot be inherited.)

Blue/Red Mage Roy
There's a few tomes he could be given so I'm lenient on what color type he could be. Think of it as an alternate universe where he learned how to use magic like his mentor instead of the sword. I think he could be a cool tanky CC mage.
Armads Lilina
Alternate universe after the death of Hector, Lilina instead carries on his will to protect everyone with Armads! This one is pretty straight forward except she won't be an armored unit like Hector.
If it's seasonsals right now I want Fae/Gordin for Winter (adorable)
