Dread Kaiser confirmed in the comments section of the datamine that they are A-skills and that they cost 300SP.

Damn it. I would have prefered the C slot, since it is usually more flexible.

The A slot destroy many builds... I don't understand people crying around... a performing Inigo without TA will be 170, but will be uncomplete

I think that's the point. If it was a C slot, then everyone would put duel skills on every hero they have, but because it's an A skill, you actually have to consider whether or not the A slot is worth more points in Arena. Some heroes can run a duel without issue, but others can't.
