Yes, both are good ideas, but you might not want to take a counterattack with -def so firesweep is probably the safer option.

The general recommendation is +spd for firesweep and +atk for brave. Most people would probably agree that +spd is fine for quads if you have flier buffs, and I would say that you have the perfect IV there for specializing against dragons with a quad in mind. 37 spd with swift sparrow and either a spd seal or a buff is approximately the exact amount she needs to achieve a quad vs dragons, which leaves her remaining stat points for atk, res, and HP.

For my +spd Cordelia, I gave her a Firesweep Lance+ and went with Life and Death 3 and Hit an Run.

If she isn't able to kill whatever she hits, the combination of not being counterattacked and her bouncing away, usually leaves her unscathed. Especially if I get can get another flyer to reposition her away further.

If you're doing firesweep I like the idea of chill spd in the B-slot, especially if you have a lot of fast characters on your team. It will probably allow her to find natural doubles against super-fast opponents including some Karlas.

Have you looked at GamePress' Cordelia page?

This is my +spd -def cordy at +10.
These are the kind of stats you can expect if you max her.

Here’s my Cordelia, with this build you can trigger Galeforce upon your first initiation on the enemy, so long you double and have more attack than your opponent. It is heavily dependent on receiving a Hone Fliers buff for consistency, so I advise this particular set to be used on an all flier team for ease of use.
