Melee tanks can use it, so you may as well take a peek in your barracks and see if you have some melee tanks, who could use that skill. It can be a good idea to give somebody close defense as an alternative to steady breath (sort of).
I considered that, but then I realised almost all of my tanks already have steady breath, distant counter or another skill which they need to have high enough defenses, so I don't think that's gonna work.
I would hold on to him if I were you. Close def can be stolen from Sigurd or Sumia, but windsweep is only available from Alm, who doesn't seem to appear in too many banners.
