How do you know when the next legendary banner is, and also whats cyl2?
Will the banner come when this Leo/elise banner drops, or later when the distant def banner drops?

CYL2 is Choose Your Legends 2, where people got to vote for their favorite characters and the top 2 males and top 2 females get special versions added to the normal summoning pool (Hector, Ephraim, Celica and Veronica). It likely won't come until the end of August or close to then. Last year's CYL units were meta-changing, so there's a chance that we'll get something like that again later. If you don't care about the meta and simply the characters you like, do whatever you want with the banners.

And the roadmap states that the next Legendary Banner will come on July 31.

Depends what your team needs. Olivia is arguably the best dancer in-game, with Skuld and being a Flier, and Maribelle has the best offensive stats for a Cavalry Healer. But if you already have a well-built dancer like NY!Azura or PA!Azura, or a healer like Elise or Nanna, it's hard to argue for pulling for Maribelle/Olivia just for the marginal upgrade.

Libra will likely be demoted, and Sumia imo isn't that great compared to more widely-available fliers like Shigure or Catria (who has very similar stats)

The only units on this banner worth pulling for are Libra, Olivia, and Maribelle.
Libra will probably get demoted, so going all-out for him is probably not the best idea.
Maribelle, while excellent, is probably not necessary if you already have an Elise built and may not interest you at all no matter how many offensive healers you have.
Olivia is not as good as Airzura or BNinian. Olivia has a worse color than both of the other flying dancers, BNinian has mage utility, Airzura has a better stat spread, and Dance buffs are honestly not that good. Think about it, wasting a Dancer's dance for just +3 to every stat. Sounds good at face value, but if you think about it more, it's probably just better to run Hones, Fortifies, and Drives on your team.

Yes but they don't stack with bigger team buffs you could be running like hone fliers or tactics. And the dance buffs only effect one unit, and only for that unit's second action.
I definitely prefer Hagoita over Skuld it's a lot more flexible and just always works.

Wait for Legendary Banner. It drops in a couple of days and the legendary hero could be amazing. If the new hero is bad, wait till CYL 2
