Are you an arena player? if you are:
5* Sharena,Alfonse and/ or Anna if you really really need a Unit for arena purposes.
Effie is also good since she is has broken special privilege and has High bst.
and Takumi cause for SI reasons

If not then you can't go wrong on who to 5* and since you said that you will not likely 5*+10 a unit then,
go for Marth, Morgan, Shigure, and Cherche.

I'm stuck at 17-18 Arena. I use Fjorm, B!Lyn, 5*Clarine(Hone Cavalry), and Bridal Ninian for my Offensive Arena. It does okay...

I don't use red tomes a lot. I have a 4*+4 Lilina with Florblaze, and good IV 5* Tharja and Sanaki.

I have a bunch of 5* red sword users too that I rarely use. Not sure who is a better support between Eirika and Marth.

I have a 4*+3 Cordelia with Brave Lance+ with decent IVs. Not sure if I should set her aside for Shigure.

I rarely use Axe units either.

If you need an axe unit, Linus and Cherche are both fantastic choices. Linus has the advantage of an excellent base kit so he requires little investment. Cherche, on the other hand, has a better movement type for an offensive unit and, if you change your mind down the line, is a good candidate for a merge project. Can't really go wrong with either.

Sounds like you’ve got a handful of 5* already, and don’t have any immediate unit needs. In that case, how about Anna or Sharena? They’re mediocre, but with some skill inheritance, they’ll get by in the Arena and (most importantly for F2P), they can help net quest orbs. A little extra bulk can go a long way on those rotating, ‘Use Anna to defeat XYZ’ GHB missions.

My Shigure has the same IV. He is such a great unit. Pair him up with Female Grima if you can. My flier emblem team with NY Azura, F! Grima, Shigure , WF Hinoka clear all grand heroes battles and chain challenges with ease. You won't regret upgrading him.
