It probly has to do with the fac that she just doesnt hit as hard as she used to (She finds herself needing a special nowadays to finish off enemies) . And the only stats that set her appart are her high hp and atk.
I don’t agree with it either. To me, Cherche is tier 2 and Camilla tier 3. They probably lowered Cherche due to the dragon meta we are currently in, her Res sucks. Probably explains why they left Minerva in tier 2, she has better Res but that’s about it.
