Like you said, Fire Boost is inherently limited to high HP units, typically armor ones. Fire boost is less rare now that we got two free copies from LA!Eliwood, but brave sword is very easy to get your hands on.
I use Fire Boost on my +hp Amelia to patch up her bane in attack, and if I see a picture of your box, I could recommend a unit or two for either choice.

Here is a picture of the units with the highest HP from my list. It's a hard skill to use.

So, a couple units who could use it are:
Winter Chrom (generally, Brave Axe+, Death Blow, and Bold Fighter are preferred, but Fire Boost can work on a budget set)
Arden (Same situation as Chrom, works on a budget)

Someone above me suggested Brave Sword+ on Alphonse, and that is a pretty worthwhile investment, considering that is his best choice of weapon, and he is good for clearing GHB quests and such, as well as being a bonus unit for arena every few seasons.

You can give Panic Ploy instead of the other skills.
Tactics skills are much powerful these days.

Luke? I would only suggest foddering him off for Panic Ploy, I think it's worth more than Fire Boost or a Brave Sword.
