It should be fine Hector still has 35 base atk with the bane. Honestly this just puts him on par with every other offensive unit, instead of soaring over them. It shouldn't hinder him very much as most his damage is going to come from specials anyway thanks to Berserk Armads

IVs rarely matter, especially on 5* locked units. Don't worry too much them.

As for Hector, just build him. He's a 40% unit for Tempest Trials and he gets a huge boost anyway. You can grab Quick Riposte if you want.
