I'm more curious on what you think it does.

But short answer is, it makes triggering your special faster

Basically if you have (at full upgrade) at least one point of the attack stat more than the enemy during combat, each of YOUR attacks will reduce the special countdown by two instead of one (ex. the special was at 4, you attack, it goes to 2 rather than 3). I emphasized YOUR attacks because the breath skills (Steady and Warding) do the same except it's for every action during enemy phase combat (when you attack and also when you take a hit both reduce the countdown by 2). Also keep in mind that Hones and Spurs also influence whether you have more attack than the enemy or not.

Having both Heavy Blade and Steady Breath in the enemy phase is a bit redundant, since they both do the same and don't stack. While Heavy Blade can be used during player phase, I doubt your BIke is fast enough to double without a lot of buffs or a breaker skill, you're better off giving someone else the seal, imo.

You almost got it right. Your heavy blade explanation is correct, and it works on both enemy and player phase. But SB's effect is only during enemy phase. It then works for both your and enemy hits, so it is much more effective then Heavy Blade during enemy phase.
