So, what are the special effects of each of those skills? Is this some sort of theorycraft, or is that actually from the game extracted through some sort of Data mine?

Theorycraft. Assimilate takes 10 HP from ally. Dark Ignis is 50% of her Attack stat to added damage. Hone Dragons is self-explanatory. Dragonskin is a way to avoid bonus damage and cuts attack from two spaces away in half. Shadow Breath+ is 15 Mt, causes -4 to all of the enemies stats regardless of who initiated combat.

Dark Ignis has the same effect as Dragon Fang then. What makes it different?

No. Instead of taking 50% of the defense it takes the Attack stat instead

Dragon Fang grants 50% Atk to the damage. It doesn't take away from the attack stat like Ignis or Bonfire.

Let's pretend this is her +10 merged stats. Still leaves 163 BST and a whopping 41 base Atk though...
