I would say as long as they hit 30 base it's good. After skills, 40+ attack is good if you are going for doubles and 50+ attack is good for single hit healers.

You can say top attack healers are Elise Horse and actually Genny Infantry.
Then still Elise get with Horse Emblem even better but problem is if there is no Banner with Elise the chance is near 0 to draw her. Priscilla would be the cheap version for Horse Emblem and better merge potential.
Genny could still played in a other role thx to her high res she could even tank Reinhardt right played.
For Infantry Genny is rare unless you draw her now in Legend Banner if you want a high merged Infantry Staff then i recommend Lucious /Serra or Lachesis as next high atk Infantry,
Fastest Infantry would be Bride Lyn or Maria with neutral 34spd 28atk(27 with Maria) what are actually amazing stats too.

Yeah, the thing is I'm kinda blessed (or cursed) with healer.
I have Genny from the first Legend banner with perfect iv, so i concur.
I have Elise for long time, but she's got atk bane so I built her as full support.
I also have Lachesis with atk boon with Pain & Savage Blow build. She's probably the best candidate for now.
Bride Lyn have spd bane with fortress def & breath of life. I'm not sure about her, her performance is quite low for me.

Now the interesting part is I do have Clarine, Priscil, Serra, Liz, & Lucius with atk boon. Do you think it's a good idea to invest in them?

Alongside what everyone else has said, I'd like to also make an argument for Lucius. He's got some pretty great stats, as shown here:

HP: 37
Atk: 32
Spd: 30
Def: 13
Res: 35

A boon in Atk allows him to hit 35 base attack, which is great for healers in general. Alternatively, a boon in Spd or Res can increase his tanking ability. He also has a base 37 HP, which could make him a good user of Panic Ploy.
