That's not a bad idea, but I have a Fae with lightning breath+ with 46 hp that can easily use it to counter many ranged units.

I don't think so. First, quicken pulse may provide more utility for BB himself. Second, BB's HP isn't that high. And since there'll most likely be another armor unit that goes with BB, perhaps that armor unit, with more hp than BB, can use it. If necessary, we can also use summoner support on that armor unit to ensure that the seal always activates.

Well, because we use Panic Ploy mainly to counter blade tomes and cavalries, I think BK's hp is high enough to activate it
Against armors is surely an issue, but, everything that isn't +10 5 stars Zephiel or Hector would have similar issue

BB's HP is 48, and should be 49 at +1 merge. This means that if an opponent has 45 or more HP, s/he won't be affected. This isn't too high of a bar to hit. If BB can be merged to +10, he might be more suitable for the seal. But even then, quicken pulse + steady breath allows for first turn Black Luna, which is powerful enough for BB to take down Sapphire Azura. So, I am just not sure that this seal is optimal on BB.

Of course, you may have your own consideration given your team comp.

I did the calculations, can see he's great with Quickened Pulse
Sadly I don't have any Bike to give him Steady Breath, though, giving him QR will fix this somehow, though, many people prefers Wrath, but, Nephenee just hates me

I thought that Panic Ploy will give him edges against Linde and Delthea at least, but both girls are just too much for him and it doesn't help against Reinhardt at all either

It is panic ploy rank 1 it will work vs most Blade Tomes /Fliers and Cavalary with BK as example, it actually works fine thx to his 48 HP. Only Heroes that will not effect would be Xander/Cherche(just saying here most common) vs BK or if some have +hpseal or boon hp.
That is actually more then good enough.
The ideal HP pool vs most dangerous Panic Buffs(in these case Tome Blade Reinhardt or B Lyn) is it more then enough to have arround 44 hp(Leo has 39 hp as most HP Blade user)

But if you have ofc more Armor Heroes running in team then choose the one with the most HP^^. But still depends on situation and placement.

Still supriesed too see Panic Ploy seal actually huge game change.

I think this seal is a bit of IS realizing they overdid it with Brave Lyn, and since they can't nerf her due to Japanese laws, they can at least make her easier to counter.

I'm actually starting to wonder about the potential of running Dragon Emblem again. Dragons tend to be problems for both cavalry and armor due to their magic damage and all have reasonably high HP to synergize with Panic Ploy.
