Which Elincia should I use (at least until I get +ATK/-RES)?

Will you be running Elincia as part of flier emblem? If so, do you have Hone Fliers available?

Yes, but since I have never pulled Hinoka, I do not have Hone Fliers. I'll be running her with Valter, Minerva and Palla (Minerva has Ward and Palla has Goad, Valter is keeping his standard Panic but I COULD put Fortify/Goad on him).

If you want a quad attacker, L&D with the +Atk/-Spd actually has her at 36 Spd and more attack than Hana with flier movement so that's pretty damn good. If not then she still ties with Chrom for deathblow damage

A "terrible" Elincia doesn't exist, let alone if you actually merge them (keep the +Def/-Res one so she abuses even more Spd).
