Aether Raids needs “dishonorable” units.

I don't think that would work, at least I think the offensive penalty is uncalled for. Sure, attackers can reduce my Lift by winning but I would believe most of us only really care about the defensive teams we attack ourselves.
I'd also say getting 20 free Lift just for trying seems very silly. I could take a unit loss compensation if you do manage to win though.
Then again, I don't think this in itself is necessary. We can prepare 5 raiding parties, maybe we should just study more how to deal with the cheapest threats (which people are already doing with different shenanigans) and prepare units for that.
I personally even enjoy facing Brave Veronica many times (depends on the situation, obviously) since my units are usually tanky enough to entertain her while I kill the other units and destroy their resources before finishing her off.
I could be wrong though.

Veronica isn't the problem. Veronica would be replaced by another high-speed, high-attack staff wielder on horseback.
The only reason people notice Veronica is because she is a free to play unit, that no one in their right mind would pass up-- for the simple fact that it is SO hard to actually build a unit like her from scratch.
All your idea would accomplish amounts to hampering f2p players.

Uhm. No. It's actually near, if not flat out impossible, to build any other unit to function the same way Veronica does.
Her staff comes with Peshkatz's effect, has Dazzling Staff built in, and she comes with Wrathful Staff. No other healer can produce the same results she can, and the closest person to be able to do what she does is, what, Sothe?
The reason she was picked by lots of people - her base staff is absolutely ridiculous.
