If we read it out it says "If Special triggers" so there's normaly no restriction to it.
They must have wrote it to the sentence from before with the health restriction that it makes sense, but you're right though.
I'm sure they will always have problems with it, with them adding more and more weapons with paragraph's and some skills with confusing writing on them
Depends on the situation. That 10 HP might save you from a fatal blow in battle and now being below 75% you'll activate Wrath's 10+ damage on a special. Of course that's assuming your special charges fully between the one battle.
