Why would one build Jaffar?

There're a few things aside from specials.
Jaffar doesn't need to warthfull + Dazzle combo to deal full damage.
Sure 40 base atk (with weapon) is quite low, but Lucius has just 42 with pain+
And as much as people say magic damage is worth more, Lucy will deal 0 damage to mages Jaffar can kill.
So Jaffar deals unhalfed damage, dazzle on mages with his B slot open. Aside from that is the debuff pain+ staffs don't have.
To put it simply, Jaffar will kill more units with Deadly dagger, moonbow, close counter, vantage, savage blow 6 than a unit like Lucius will with the same build.
As a last note, Jaffar's stats are kinda too thinly spread, but it has the boon that he'll usually survives a hit from an enemy that doesn't double. Lucy will get oneshot by archers.
BUT.
The kicker why Jaffar is in general still worse than staff units, is him being 5* only. Hard IV's and merges really hurt him.

In the end, the biggest thing holding Jaffar back is his IVs and lack of merges.
Even if you get lucky with a +atk or +spd, Lucius is just a lot easier to merge.
While I'm not one of the people who says Feh needs the mass demotion to survive, it would sure make a lot of things better. (Though a full on rework is what I prefer. Just a lot of demotions will flood the 4* pool, which might make the problem even worse)

Ehh....
I would say Lucius, but be careful of that.
I like Lucius more as an player phase unit/mage bait.
But a -spd Jaffar just runs too much risk of getting doubled and thus killed. You will want to have him with the right IV.
Go for a +atk Lucius, just keep him out of archers range.
