The point is simply that the double lion effect isn't a one-off each turn or each second turn post-Falchion recovery. On a typical 4-team set-up, he can now get 4 or 5 double lion attacks off in one turn with complete dance support, as opposed to previously what was 2 which would require a healer. (5 attacks through using Galeforce.)

Though the point of chills is to put them on supports, not the units who need their B skill.
